Christopher Foxon is the latest to be awarded a NJ Bail Reform trophy after a heroin induced crash – hours after being released on a DUI – that sent another man to the hospital.
Foxon, 35, of Ringwood, was slumped over the wheel with his car running and its lights on, outside a local business just before 3:30 a.m. Sept. 21.
Foxon was arrested and taken into custody after he failed a sobriety test and was found in possession of heroin.
Foxon was later released and and FREE TO GO after his first appearance under NJ Bail Reform after the Arnold Foundation’s “Pretrial Risk Assessment” tool determined that he was not a danger to the community or a flight risk and therefore should not be subject to any accountable release – just a “promise” to appear.
Hours later, Foxon was behind the wheel of a Chrysler 300 that collided with a Chevy Equinox in Oakland which sent a 55-year-old male driver from Wanaque to the hospital with minor injuries. Foxon was charged with assault by auto, being under the influence of drugs and illegally possessing a hypodermic syringe.

Bail reform strikes again: Hours after a disgraced former Ridgewood parking enforcement officer was found passed out behind the wheel of a car in West Milford, he was involved in what Oakland police said was a heroin-related crash with injuries.
West Milford Officer Thomas Collins found Christopher Foxon, 35, of Ringwood slumped over the wheel, the car running and its lights on, outside a local business just before 3:30 a.m. Sept. 21, authorities said Monday.
Foxon was taken into custody after he failed a sobriety test and was found carrying 11 wax folds of heroin, they said.The officer also retrieved an uncapped hypodermic needle and two others from the car, the police report says.Foxon was charged with DWI, possession of drugs and being under the influence of drugs, among other offenses.He eventually was released, pending a court hearing, under New Jersey’s 2017 Bail Reform & Speedy Trial Act.As Daily Voice reported last week, Foxon was behind the wheel of a Chrysler 300 that collided with a Chevy Equinox on Skyline Drive in Oaklandhours later, sending the 55-year-old other driver from Wanaque to the hospital with what were considered minor injuries, authorities said.

Five years ago, Foxon was charged with writing unwarranted summonses and then dismissing them for bogus reasons to boost his output. The charges were dropped after he made restitution and completed a Pre-Trial Intervention Program, authorities said.
