Samuel Carrow, 40, of Carneys Point, was charged with 2 counts of aggravated sexual assault (under 13), 2 counts of aggravated sexual assault (ages 13-16), aggravated sexual contact, and impairing the morals of a child.
According to US Bail Reform sources, one of the victims is Carrow’s 15-year-old daughter. Carrow did have residential shared custody of his daughter up until the arrest. It is unclear if the other victim is related to Carrow.
In an exclusive statement to US Bail Reform, the mother of the 15-year-old victim stated…
“This is my daughter. I was never notified by the police or by anyone that this happened. I had to find out on my own. There is nothing stopping him from retaliating against his accusers and that concerns me. I’m scared and fear for my children’s safety. It’s just not fair that they just released him.”
Carrow was released and FREE TO GO under NJ Bail Reform after the Arnold Foundation’s “Pretrial Risk Assessment” tool determined that he was not a danger to the community or a flight risk and therefore should not be subject to any accountable release – just a “promise” to appear.
